The wait is nearly over – after a four-year absence the Spring into Summer Festival returns to Perry Common this weekend.

Perry Common will come alive on Saturday April 29 as local residents come together to enjoy community spirit at its finest.

This year’s event has a lot to live up to but promises to be one to revel in with a range of activities planned to occupy the crowds.

Highlights include a super slide, bouncy castle, donkey rides and a football cage.

There will also be a number of stalls manned by partner organisations like The Net Pentecostal Church, St Martin’s Church, The Friends of Witton Lakes and Boss Gardens.

Established in 2010, Spring into Summer has become a much-loved community celebration in Perry Common with the event regularly attracting hundreds of visitors.

Paul Tse, Flourishing Community Development Officer at Witton Lodge Community Association, has co-ordinated the 2023 version.

“Due to the Covid-19 pandemic, Spring into Summer has been missing for four years but it is now back and we are expecting an eager and excited crowd for next weekend’s extravaganza,” he said.

“The event captures and celebrates the vibrant community spirit that exists in Perry Common.”

COMMUNITY ANCHORS: WLCA celebrate “significant achievement” with over 200 affordable and social housing properties

Witton Lodge Community Association (WLCA) is celebrating a “significant achievement” after its portfolio of properties for rent surpassed 200.

The Perry Common based community landlord has been tireless in its attempts to provide affordable and social housing which meets the needs of local people.

In 2017, the Association set up a subsidiary, Witton Lodge Community Homes (WLCH), to develop its housing and community asset development aspirations.

Targeting empty properties to bring them back into use, WLCH works with Birmingham City Council and other stakeholders to explore opportunities for new build development which can also provide affordable housing solutions.

This new milestone underlines the commitment and progress Witton Lodge has made to realising its long-term goals.

WLCH Chief Officer, Afzal Hussain, said: “Our asset base of social, affordable and market rent homes has enabled the Association to invest in communities and transform neighbourhoods in Erdington and across North Birmingham.

“This is a significant achievement for us and the community led housing movement, as what really sets us apart from others is that our developments are shaped by local people and go with the grain of communities.”

Having achieved registered provider status with Homes England, WLCH can apply directly for funding to develop and manage properties.

The Association’s Homes and Assets Development Manager, Gareth Hopkins, said: “We have aspirations to do even more. When we purchase properties they often need a lot of investment, so we aim to retrofit and refurbish them to a really high standard.

“We are proud to be investing in our properties and working towards local and national carbon zero targets and helping our tenants save money on their energy bills.

“Given the cost of living crisis, this is obviously good for our tenants and good for the environment.”

Witton Lodge Community Association started life in 1994, established by local residents, in response to plans to demolish the Perry Common estate.

From then on, the community landlord has supported local residents through the demolition of the old estate and the rebuilding of the new – keeping the local community at the centre of the process and ensuring local people influence decisions.

WLCH continues to work with Birmingham City Council to tackle the city’s ongoing housing crisis.

In February 2021 there were over 17,000 applicants on Birmingham City Council’s housing waiting list, the local authority area within which WLCH deliver their services. In addition, there are more 9,000 empty properties in the city.

COMMUNITY ANCHORS: NBER Business Engagement & Growth workshop at Perry Common Community Hall

The latest North Birmingham Economic Recovery (NB:ER) Group Business Engagement & Growth workshop provided invaluable insight into the importance of strategic marketing and branding.

Hosted by Witton Lodge Community Association and held at Perry Common Community Hall in January, attendees learned how to coordinate and implement outbound and partner marketing as well as the value of Public Relations and Branding.

A series of presentations also examined why effective marketing is a crucial part of any business plan and how emotions and meaning behind branding have an enormous impact on the success of marketing.

Formed in response to Covid-19 to support both businesses and individuals recover from the pandemic, the latest NB:ER workshop was part of the group’s continuing commitment to ‘creating effective routes into skills training and sustainable jobs for those currently facing barriers and/or exclusion.’

Guest speakers included Lyndsey Thomas and Heidi Salmons from IM Properties and Winvic Construction, who engaged with the audience to draw out the concept and power of branding.

“It was a pleasure to deliver and be a part of the latest NB:ER Business Engagement & Growth workshop talking to attendees about how consistent and genuine marketing, branding and social value are essential components of a successful business,” said Lyndsey.

“The attendees were really engaged and interacted throughout our session asking considered questions and making valuable connections with other small businesses during networking in between presentations and after the session – a well organised event by the NB:ER team!”

Emma Rhymes from Winvic Construction talked about how to use CSR and Social Value to grow your business while Linda Jones, from the Salus Fatigue Foundation, spoke about the journey of a local successful enterprise.

NB:ER coordinator, Jobeda Shahed, said feedback from those attending the workshop was very positive.

“It was great to see so many people taking part, with many commenting on how they picked up useful tips on how to create meaningful and impactful marketing,” she said.

“Thank you to everyone who attended and supported the event, especially our partners for their great presentations.”

The North Birmingham Economic Recovery (NB:ER) Group is formed of businesses and institutions with a vested interest in North Birmingham, including Aston Villa Foundation, IM Properties, BMET, and Witton Lodge Community Association.

The NB:ER Task Force is chaired by Erdington MP Paulette Hamilton, who took over the role after the passing of Jack Dromey MP – who was a ‘driving force’ behind the group’s inception.

NB:ER is further endorsed by West Midlands Mayor Andy Street and supported by the West Midlands Combined Authority, who are a member organisation to the group.

COMMUNITY ANCHORS: ‘They’re not just our houses, they’re your homes’ – a short walk through the history of the Perry Common Estate

Perry Common dates back to the 1920’s when farmland was acquired by Birmingham City Council to re-house families from elsewhere in the city.

The development of the Perry Common Estate provided residents with a spacious 2 or 3-bedroom houses and the added bonus of a front and back garden.

But by the 1980s, these non-brick Boot Houses were in very poor condition with chunks of concrete falling from properties, dampness wreaking havoc with people’s health, and metal supporting frames becoming very weak.

In 1989 a total of 908 families received a letter from the City Council declaring their homes would have to be demolished. The implications of this were devastating but community spirit soon change the course of history,

Passionate residents, united in their fight against the demolition, established Perry Common Residents Association. Shortly after, in 1994, eight of its members became the founding directors of the new Witton Lodge Community Association (WLCA).

Twenty-eight years later, WLCA has a long and proud track record of housing and capital asset development and management across the north of the city. The registered landlord is thriving, with a portfolio of 200 homes, providing affordable, safe sanctuary to families across North Birmingham.

WLCA Homes and Assets Development Manager, Gareth Hopkins, said: “We have invested in our homes to make them more energy efficient. Solar Photovoltaic panels have been installed on 93 of our properties (the remaining properties are not eligible for the SPV Panels) ensuring that our tenants benefit first hand from savings with electricity consumption costs.

“As a renewable source of power, solar energy has an important role in reducing greenhouse gas emissions and mitigating climate change, which is critical to protecting humans, wildlife and eco systems.

“We have also installed 132 A Rated Boilers. This has helped our tenants save up to £500 a year on their energy costs. The new boilers are also more energy efficient and help cut carbon footprint. We have also installed new doors and windows to 86 of our properties meaning our homes are more energy efficient.

“We have aspirations to do even more using our planned maintenance programme to replace more boilers (non-gas), doors and windows. When we purchase new properties we will retrofit them with new windows, boilers but also consider improvements such as solar water heating, floor and wall insulation where this is possible.

“We are proud to be investing in our properties and working towards local and national carbon zero targets and helping our Tenants save money on their energy bills.”

NEWS: £2m investment into new Enterprise Hub on old Erdington Swimming Baths site

Bosses at the West Midlands Combined Authority (WMCA) have pledged £2million of financial support to help Witton Lodge Community Association transform the former Erdington Swimming Baths, Mason Road, into an Enterprise Hub for social entrepreneurs and small businesses.

Planning approval has now been granted by Birmingham City Council, who have submitted a revised Levelling Up Fund application to Central Government for regenerating Erdington High Street.

It is hoped the proposed new state-of-the-art facility will be the catalyst for economic growth and investment in the constituency.

The WMCA has now revealed that funds secured as part of its nationally acclaimed 2018 brownfield and housing delivery programme, have also been earmarked for the scheme.

Afzal Hussain, Chief Officer at Witton Lodge, said: “I’m delighted that we have achieved these important milestones in the creation of this exciting new hub.

“A first for North Birmingham, it will create jobs, promote enterprise and entrepreneurship, and offer relocation opportunities for existing businesses.

“Combined with other local facilities in the area we will create a Learning and Enterprise Quarter that will act as a catalyst for the wider transformation of Erdington Town Centre.”

The ambitious project is the latest in a series of WMCA housing and land investments using Government funds to provide new homes, jobs, and commercial spaces on brownfield sites, helping to support the region’s economic recovery from Covid-19 and to unlock private investment while reducing pressure on the green belt.

Mayor of the West Midlands, Andy Street, added: “Transforming this site into a thriving enterprise hub will breathe new life into the heart of Erdington.

“It will create opportunity with brand new jobs that will regenerate the local community.

“It will also give local entrepreneurs and SME’s the chance to develop and grow, fuelling the reach and impact of social enterprise in the city.

“This is an example of how, across the West Midlands, the Combined Authority is committed to working in partnership with public, private and third sector organisations to unlock the potential of neglected buildings and locations to restore pride and aspiration.”

Both the High Street and old swimming baths regeneration plans also have the backing of MP for Erdington, Paulette Hamilton, who has worked with Witton Lodge and other constituency stakeholders since being elected in May.

Paulette Hamilton MP reiterated how vital it is that Erdington finally gets the financial recognition it needs to help fulfil its potential, to provide local residents and businesses with economic stability and success.

Sahe told: “These amazing plans have the potential to transform Erdington High Street and make it a destination again.

“The proposal to turn the former swimming baths site into a thriving business hub is exactly the sort of forward-thinking innovation we need in our area.

“Witton Lodge Community Association already do so much fantastic work in our community and I’m sure the new hub would bring enormous benefits for local people looking to develop their skills.

“Our High Street desperately needs this boost, and I’m crossing my fingers that Ministers will give it the green light.”

NEWS: Local volunteer Marie Deane looks forward to Commonwealth Games 2022

Local resident and Witton Lodge Community Association (WLCA) volunteer Marie Deane is on her marks for the experience of a lifetime, working at the Commonwealth Games 2022.

The 50-year-old, who has actively supported WLCA for more than five years, will be helping facilitate the hockey and squash tournaments – two of the most popular sports in the Games, with athletes battling it out every day after the opening ceremony.

Recruited as part of the Stand Out project, which opened up volunteer roles for people across the city, Marie will spend the 11 days of the Games’ competitions helping organisers prepare the venues for spectators.

In total, the Commonwealth Games 2022 enlisted over 10,000 volunteers to help deliver and support the prestigious sporting event – with about 30,000 people expected to attend.

Marie will also assist stadium staff with catering and cleaning duties, as well as getting rooms prepared for the athletes coming to compete in Birmingham.

Throughout the Games, over 5000 athletes will be taking part in 280 events across 23 sporting categories.

“It is so exciting and I can’t wait to get started, I just want to get stuck in,” said Marie.

“On a personal level, the experience will help to boost my confidence and make me feel more self-assured. The training I have received has been very positive and brought the Games to life for me. I know a lot more about it now than I did before.

“I feel energised just by the idea of playing a part in this historic event,” she added.

“I really believe I will thrive. I am a people person and there will be so much going on around the whole event, it will be dynamic.”

The Commonwealth Games 2022 begins in Birmingham on Thursday, 28 July and runs until Monday, 8 August. It will be the third time the international sporting competition has been held in England since its inaugural event in 1930.

The main venue for the Games is the Alexander Stadium in Perry Barr, but sites across the city are also being utilised – such as Sutton Park for the Triathlon and Para Triathlon events, with Powell’s Pool, the park itself, and surrounding roads ‘providing the ideal topography required to host the three triathlon disciplines.’

Further sporting events will be held outside Birmingham, such as cycling in Warwick, Wolverhampton and London, lawn bowls in Leamington Spa, and rugby sevens in Coventry.

Ahead of the Games’ opening ceremony, The Queen’s Baton Relay will be coming through Pype Hayes Park on Thursday, 28 July – with a celebration event held near the tennis courts by the Chester Road entrance at 12:25pm.

NEWS: UK’s community organisations get a sneak peak of Witton Lakes Eco Hub as energy saving example

Delegates from the Locality Convention in Birmingham have been getting a sneak peak at the Eco Hub in Witton Lakes this week, as a national example of energy saving construction and community focused regeneration.

On Wednesday 17 November the first open viewing was held of the renovated Park Keepers House at Witton Lakes, which has had over £1m invested to turn it into a new ‘Eco Hub’ – in a project led by Witton Lodge Community Association (WLCA) after an asset transfer from Birmingham City Council.

A special bus brought representatives in from the conference for a guided tour, before the team behind the development presented the concept and construction of the Eco Hub – with an open Q&A about how to apply similar models to projects nationwide.

Attended by community organisations from across the country, the Locality Convention is the largest community sector event in the year – with delegates looking for inspiration for new concepts, campaigns, and designs.

Anoushka Deighton from the Architectural Heritage Fund told Erdington Local: “I thought it was a really inspirational vision of what you can do when you let a community organisation take over a disused building and turn it into something for the whole community.

“The way they really thought about the construction and made sure that was environmentally friendly was very positive, alongside getting input from local people and using their knowledge.”

Afzal Hussain, WLCA Chief Officer, said: “Today we wanted to showcase what local communities can do practically, on the ground, for themselves, which will make an impact to address the climate crisis – but also really helps people with everyday costs, the costs of living.

“To make the kind of big impact we need both the pledges from governments, and we need things on the ground very practically.

“That’s how change happens, and we think, equally, grass roots action can and will play a huge role in addressing the climate challenges – but also looking at positive and creative ways of bringing people together.

“So, it (environmental awareness) becomes something you do, something you enjoy with your family and friends and have fun doing it. Look at the surroundings here (Witton Lakes), it’s beautiful.

“The delegates are primarily from organisations like WLCA; they are community associations and community trusts, some agencies as well – there are some stakeholders from the combined authority, so it’s important they see this.

“The community organisations will recognise the challenges of managing assets and community buildings, but in many ways they’ve come here because they want to know that it can be done. “

An asset transfer from Birmingham City Council to Witton Lodge Community Association, the transformation of the 100 year old Park Keepers House at Witton Lakes has been designed by Axis Design Architects – using energy saving techniques and materials to reduce its carbon foot print during both the construction and maintenance.

A Wolverhampton based firm, Axis Design Architects have been spearheading ecologically focused construction across the West Midlands – working with local councils and housing associations.

Rob Annable, Director of Axis Design Architects, explained what the driving force behind the Witton Lakes Eco Hub project was: “Sustainability, and the discussion about services and the resources the building will provide in relation to ecology and health and wellbeing.

“So, the building is dubbed the ‘eco hub’ but not just because of architectural construction issues but also because it will be connected to health and wellbeing, and ecology based activities with the landscape here in the park. So, it’s all those topics combined.

“You could look at it as a benchmark, but I would be fairly humble about that in terms of trying to set a realistic benchmark with what’s possible with funding support from an organisation like Witton Lodge Community Association.

“We haven’t tried to construct or build an experimental project that spends a lot of money on brand new, cutting edge technology – the products, the materials, and operational benefits of this project are as much about trying to set a bar that is achievable for other clients, contractors, and the building sector generally.”

Set to open before the end of the year, the Witton Lakes Eco Hub will run a programme of community and ecologically focused activity – building on the work already being done with the Velvet Community Orchard and other community outreach projects from WLCA.

Once finished, the Eco Hub will help local residents find ways to ‘enhance and encourage the potential for environmentally sustainable lifestyles,’ whilst also acting as a social centre.

On the WLCA website, it further states the Eco Hub will ‘also include the creation of a hydro-power facility on the lakes, sustainable food growing, healthy eating, environmental management responsibility and a range of linked, sustainable living options addressed through community engagement, advice, and practical projects.’

Rob Annable added: “We call it ‘the eco hub’, but for me the reason it’s an ‘eco hub’ is for that long list of landscape and environmental based activities being programmed here.

“Yes, the architecture and the construction seek to reduce carbon emissions, through embodied carbon and operational carbon, but its primary benefit will be health and wellbeing issues around environment, landscape, and ecology.”

NEWS: Housing boost for Erdington as Witton Lodge CIC becomes official Registered Provider

Hundreds more homes could now be refurbished and built across Erdington, as Witton Lodge Community Interest Company (WLCIC) has successfully become a Registered Provider.

The official status will allow the Perry Common based WLCIC to apply for funding to refurbish derelict properties, as well as to build new affordable and social housing – helping to address the city’s ongoing housing crisis.

According to the Birmingham City Council, Birmingham is facing a population increase of around 156,000 people by 2031 – leaving a housing shortage of nearly 90,000 homes.

Gareth Hopkins, Homes and Assets Manager for Witton Lodge, said: “Achieving Registered Provider status enables Witton Lodge CIC to progress its housing development aspirations.

“There are currently around 17,000 housing applicants on Birmingham City Council’s waiting list (May 2021) and over 9,000 empty properties across the city (August 2019)

“Homes England (the national government agency for development and regulation of affordable housing) has a national funding pot to address the housing shortage.

“By becoming a Registered Provider we can now apply directly for funding to develop and manage properties.

“We can now pursue the refurbishment of even more empty properties, those which have become a blight on local communities and can cause issues such as anti-social behaviour.”

Witton Lodge Community Interest Company was formed in 2015 as a subsidiary of Witton Lodge Community Association (WLCA) to progress housing and community asset development goals.

WLCA is a charity with a successful track record of community-led housing and capital asset development across North Birmingham – established by local residents in 1994, in response to plans to demolish the Perry Common estate.

Since then, WLCA have built and manage 187 properties, as well as developing other community assets such Perry Common Community Hall and Perry Common Library.

The Association organises and delivers a rolling programme of community support and engagement activities – tackling issues from employment and digital poverty to health and wellbeing, many of which became crucial lifelines during lockdowns.

WLCA are also currently running special employment support services from Perry Common Library as part of the Ignite Aspirations initiative, to help people over 29 get back to work after Covid.

Chief Officer, Afzal Hussain, said: “We’re delighted that Witton Lodge CIC has achieved Registered Provider status. The team and Board have worked hard to get us to this stage, however, in many ways the real work starts now as we know there is huge demand for good quality, affordable homes.

“Another important feature is the ‘community-led’ element, where we are able demonstrate that there is a different model to developing new housing, which works with the grain of local communities.

“The work of the CIC will also complement the charitable activities of the Association which provides health, employment and community support services to hundreds of local residents.”

NEWS: Witton Lodge Community Association launch Digit-All, tackling ‘digital poverty’ with a new electronic lending library

From Monday 24th August, isolated and vulnerable Erdington residents will be able to access essential support services thanks to an innovative new project being rolled out by Witton Lodge Community Association (WLCA) – Erdington Local can reveal.

The Perry Common based organisation is launching Digit-All – its own IT lending Library – to provide older residents and others in need of digital literacy support with the tools, skills, and knowledge they need to engage online.

Paul Tse, Flourishing Community Development Officer at WLCA, explains how COVID-19 has heightened an already pressing concern around digital literacy.

As a result of the lockdown, a significant number of the services and activities which older residents are dependent on have moved online,” he said.

The levels of digital poverty in Erdington were already quite high but this situation has seen even more adults become marginalised, unable to access the support they need. This puts them at greater risk of isolation, poor mental health, and mobility difficulties. Our project seeks to redress this imbalance and prevent such suffering.”

Work being delivered by the Erdington COVID-19 Taskforce and Witton Lodge’s employment and skills and health & wellbeing teams, has identified a number of people in urgent need of digital literacy support. Digit-All will address the three main areas of concern which have been identified – a lack of IT facilities, a lack of connectivity, alongside confidence and capability.

We have purchased a range of portable IT equipment including laptops and tablets that will be available to lend to isolated, vulnerable adults,” added Paul.

As part of the service offer, we will also be providing users with a free data plan (and/or wireless dongles) to enable individuals to connect to the Internet where they wouldn’t ordinarily be able to.

Digital skills training will also be available to help older adults learn how to use their devices and interact with others through platforms such as WhatsApp, Facebook or Zoom.”

Funding for the project has been acquired through the Erdington Neighbourhood Network Scheme – one of Birmingham City Council’s constituency-based networks, established to enable engagement with and investment in community assets which support older people to lead independent and connected lives.

Councillor Paulette Hamilton, Cabinet Member for Health and Social Care, said: “Neighbourhood Network Schemes have been set up to reduce isolation and improve social connectivity and wellbeing at a local level and in particular to support our older and more vulnerable citizens, keeping them active and engaged within their own localities.

The evidence of work carried out by organisations like Witton Lodge during the COVID-19 lockdown reveals that many of our older adults either do not have access to information technology that could help them be more in control of their lives, or do not have the confidence and ability to navigate the Internet to search for information and services that can help them remain independent.

Digit-All is a proactive response to digital poverty that has become more apparent during COVID-19 across our communities.  I am excited and look forward to seeing the service develop and being rolled out across Birmingham’s neighbourhoods,”

The project, as a prototype, launches from Monday 24th August – with those already identified as being in urgent need of support the first to receive laptops and tablets.

Following this initial trial period, the scheme Witton Lodge Community Association are looking to roll out Digit-All to a wider audience across North Birmingham.

OPINION: The Economic Impact of COVID-19 – A Birmingham View

As the economic impact of the COVID-19 lockdown has become clear with the threat of a tsunami of redundancies across the West Midlands I couldn’t help but reflect on what I experienced first-hand with the closure of MG rover first hand back in 2005 with 6,300 redundancies being made.

This had a profound economic and social impact on local communities which was mitigated by the action of the MG Rover Taskforce. I led the community support strand of the Taskforce which started with mobilising advice services to work in tandem with JC plus and the Learning Skills Council and progressed with a community regeneration programme supporting grass roots organisations and focusing on providing support for workers and the MG Rover community.

The following sets out the learning and the lessons which arose from this tragic time which I feel are very relevant to the potential impact of COVID-19 across the City.

In the lead up to COVID-19, statistics for the first quarter of 2020 confirmed Birmingham’s comparatively high unemployment claimant rate (9.3%) compared to other major English cities.

The figure had been relatively stable but began to increase during 2018 in the wake of benefit changes connected to the roll out of Universal Credit.

It is my assertion that, when considering the potential impact of COVID-19, we will see two distinct cohorts within the unemployment claimant count for Birmingham.

  • Longer term cases clustered in geographical hotspots or demographic characteristics such as youth unemployment, BAME groups and people with disabilities.
  • Those who have lost their jobs as an economic consequence of COVID-19, across a range of sectors and impacting on an even wider cross section of the working population.

A Precedent for What’s Next

In 2005, MG Rover at Longbridge closed with the overnight loss of 6,300 jobs. Further job losses in the supply chain pushed this figure to over 8,000.

However, a significant number of workers were able to retrain to change their careers; undertaking academic vocational training. A report indicated around 4,000 (63%) of former MG Rover workers found new, mostly full-time, work. Approximately 25% of these workers were earning more with over 50% of them earning less.

Strong partnerships were key to the management and mitigation process, especially in relation to the social and economic impact of such a significant plant closure.

In a two-year period, I witnessed a shift from crisis management to sustained economic and social strategies for recovery. At the heart of this was a collaborative approach coordinated at different levels, from the very local in Longbridge and Northfield to across the city, region and nation as a whole.

My engagement through a localised team in the City Council was to co-ordinate the initial crisis response regarding advice and community support delivered in partnership with agencies such as JobCentre Plus and The Learning Skills Council. This was complemented with the support of organisations across the voluntary and community sector and, most critically, the MG Rover communities themselves.

Mobilising a response to administer change at pace was critical, as was building relationships with the workers and MG Rover to ensure engagement with and wider community buy-in.

The lessons that were learned, that can help us deal with the anticipated fallout of COVID-19 include:

  • mobilise interventions at pace working with both cohorts – existing and new claimants
  • get new cohort of unemployed into training and work as soon as possible
  • quickly intervene with training agencies and providers for re-skilling
  • ensure personal contact with individuals whether through advice and support or training
  • recognise importance of welfare advice and wellbeing services and administering benefits quickly
  • use opportunities for public service employers to take on and train former MG Rover workers, for example the city council created opportunities in youth, leisure and community development services
  • work in partnership – at regional, city and local levels – with public services, employers, community and third sector agencies
  • provide community support in the moment of crisis – e.g. helplines, social events, funding for holiday breaks
  • create a strategy for inclusive growth e.g. local area regeneration – Longbridge transitioned from a centre of economic activity of regional and national significance to an important local centre with a mix of new housing, retail, public services and some retained manufacturing.
